Owner-Occupied Housing Rehabilitation Program
The City of Sigourney is considering an application for grant funds from the Iowa Economic Development Authority’s Housing Fund for a City Owner-Occupied Housing Rehabilitation Program. This program is designed for families who own and occupy their homes and have incomes at or below 80% of Keokuk County’s low to moderate-income figures as based on HUD’s program eligibility guidelines as listed below. Any Target Area family who’s GROSS income falls below the figures provided by size of household is urged to obtain and complete a PRE-APPLICATION form from City Hall prior or during the pre-application survey timetable also listed below.
Household income limit for 1 person is: $33,400
Household income limit for 2 persons is: $38,200
Household income limit for 3 persons is: $42,950
Household income limit for 4 persons is: $47,700
Household income limit for 5 persons is: $51,550
Household income limit for 6 persons is: $55,350
Household income limit for 7 persons is: $59,150
Household income limit for 8 persons is: $63,000
The Housing Fund grant, if awarded to the City of Sigourney in early 2015, can provide up to $24,999 in comprehensive housing repair assistance to individual low to moderate-income families who own and occupy homes within the City’s designated Rehabilitation Target Area located from on both sides of Elm Street then south, east, and west to the City limits. Only homeowners living in this part of the City will be eligible for housing assistance if Sigourney is awarded a Housing Fund grant.
In addition, the program can provide supplemental lead hazard reduction funds per home rehabilitated to address deteriorated lead-based paint, plus temporary relocation assistance. Families must be temporarily relocated whenever interior lead paint stabilization work is undertaken. The City of Sigourney is seeking grant assistance in the amount that would allow for rehabilitation of eight (8) homes.
As a requirement in preparing for the grant application, the City of Sigourney will be distributing and accepting PRE-APPLICATIONS from Target Area residents due Friday, November 14, 2014. The completed Pre-Applications will be used by the City to demonstrate to IEDA the need for such housing assistance in the community.
All interested residents may obtain Pre-Applications from the City Clerk’s office at the Sigourney City Hall during the normal working hours between the dates indicated above.
